Yes.
I think it's a buglet of the
 'ess-rterm-versions-create' function.
It should only look for executable files
[ The almost but not quite identical function
  'ess-r-versions-create that is used for unix/linux/macOS
  only considers executable files].

ESS-core has to discuss "internally" how to best fix this.
