XEmacs/ESS configuration file and document

Dear ESS list members,

As was suggested some time ago, I've altered my configuration file for
XEmacs/ESS so that the *scratch* buffer isn't by default placed in ESS[S]
mode. I've also updated my introductory document on XEmacs/ESS for Windows
users to reflect this change. As before, this stuff is at
