First guess is that the _emacs is in the wrong place for your setup.
>From within emacs, do
C-x C-f ~/_emacs
That may or may not get you the c:/_emacs file that you have.
Copy the "load" line into ~/_emacs
Save the file with C-x C-s
Now it should work.
My guess is predicated on your having an environment variable HOME
with a value other than "c:/". I don't like the default of "c:/"
I use "c:/rmh" as my HOME directory. This way, the operating system
and my material are isolated from each other. In my emacs icon, under
right-click Properties, I set the "Start in:" to %HOMEDRIVE%%HOMEPATH%
on my windows2000/NT machine and to c:\rmh on my w95/w98 machine.
Again, this is to protect the emacs program and my programs and data from
each other.
Some general comments.
1. Ntemacs should be parallel to TeX, not under TeX, in your
directory structure. Those are two distinct programs.
2. I recommend that ESS be parallel to NTemacs and TeX, not under NTemacs.
That way you can upgrade either without interfering with the other.
Thus, on your machine I recommend the directory structure
c:/Local/TeX/
c:/Local/NTEmacs/emacs-20.7/
c:/Local/ESS/ess-5.1.18/lisp/ess-site.el
You are very lucky in location. There are many ESS users at Wisconsin.
