problems installing ESS 5.1.18 in NT4.0

hola,

i am having problems installing ESS on an nt4 machine. i believe i'm
following the info on the README fairly closely:

- extracted ess to c:/local/tex/ntemacs/lisp/ess/ess-5.1.18
- created _emacs in c: with the requisite line:
   (load "c:/Local/TeX/NTEmacs/lisp/ESS/ess-5.1.18/lisp/ess-site.el")
- made sure my environmental variable HOME is set to c:

but when i open emacs and type 'M-x R' i only get a completion list for
commands beggining with R. (so this must mean my _emacs is never loaded,
and hence neither my ess-site.el)

details:
- i have gnu emacs 20.7.1 running on a 386 (!) with NT4.0.1381.
- i downloaded ess-5.1.18.zip in order to use it with R 1.2.1.
 - yes, the R executables are in the path.

btw, if this is a mailing list, i couldn't find info on subscribing, and
neither could i find a FAQ to see if my query has been answered before.
apologies, but this information wasn't obvious to me. (i did look in the
r-help archives, where i got the hint about the home environment
variable and the explicit need to create the _emacs file.)
