[ESS] Make ess-help reuse one and only one buffer?

This was never a problem for me as usually work on relatively small
screens and I (almost) always set split-*-threshold variables such that
I have at most 2 windows per frame.
This "wonderful" behavior is the default right now. So people who don't
like it, please complain now.
