[ESS] Jags C-c C-c opens an external terminal window under Windows

I don't think I have ever used jags interactively.  This may be a jags 
problem, I don't know.

Their presence in eshell probably doesn't help you since system assumes 
that there
is a Bourne shell.  You can get that with Cygwin.
