[ESS] Jags C-c C-c opens an external terminal window under Windows

Well, the problem was that terminal was opening outside emacs. It was  
because ess-bugs-batch-pre-comand was set to "start". Now, after I've  
blanked it, jags runs in shell.

I was expecting to be able to use jags process interactively, i.e. send  
commands from .jmd files directly to jags running in shell. That wouldn't  
be a big deal to implement but the problem is that I cannot run jags  
interactively from within emacs (neither in dos nor emacs shells). >jags  
starts the program but at jags . prompt nothing could be executed. :(
Is this  a windows problem again?
