Full details on why it exists are in the file in two places.
See the comments beginning in line 29 and the doc string of defun msdos().
msdos.el is required on Windows and of no use anywhere else.
When Cygwin bash is the primary shell in emacs under Windows, it is
occasionally
necessary to run the msdos CMD shell inside an emacs buffer.
The M-x msdos command does it.
M-x load-library RET msdos RET
