[ESS] New instructions/init file for Windows

Dear list members,

I've now updated my instructions and init file for ESS + XEmacs under
Windows. The installation is reasonably straightforward, although dealing
with the "xargs" bug in the current XEmacs that some people have noted
requires a couple of extra steps. The new init.el file and instructions are
at <http://socserv.socsci.mcmaster.ca/jfox/Books/Companion/ESS/index.html>.

As usual, comments and suggestions would be appreciated.
