[ESS] xargs XEmacs bug squashed

I have ESS kind of working with XEmacs 21.4.

 From memory (I did this several months ago) I had to unzip the ESS 
package to a temp directory and do a build.  I think I first tried to 
follow the installation instructions but that was no go.

It is still not working properly but I can evaluate R source.
