well, I can confirm that 
      for (<n> in c(13,15,17)) 
XEmacs 21.4.<n> is missing such a (Emacs lisp) function.

It seems that the combination of Xemacs and transcript-mode is
not used too often...

I.e., we (ESS) should define it ourselves when it's not
available.
