ESS is working with the designed default. ESS is indifferent to whether the R
process is on the same machine or a different one. This is the right behavior
for C-c C-n and related commands.
For C-c C-l, by default ESS takes a file on the local machine and loads it
into whatever is running in the *R* buffer. You can control the default with
the variable
ess-prev-load-dir/file
