[ESS] configuring the ess-toolbar under emacs

Thanks to Woodrow for bringing this up.  The solution was quite
straightforward.  I have now committed to SVN a new version of the
toolbar.  If you use Custom to change the variable ess-toolbar-items,
the new toolbar is used in all subsequent ESS buffers.
