I will answer the following question:
  My keyboard does not have the "~" key.  How do I enter the character
  without the "~" key?
I hope this is the question you were asking.  If not, ask again with more
detail.

In emacs, you can always use the octal code for any character.
The character "~" has octal code 176.  Enter it with the Ctrl-q (for quote)
followed by 176, followed by the ENTER key thus 
   C-q 1 7 6 RET
