Problem starting S in xemacs

I'm not seeing this problem.  I've used most of the 21.4 series, but
I've abandoned the earlier releases since there are too many problems.
Sadly, there is no version in the series that can be used without some
problems.  Currently, I use 21.4.12 with the local variables patch
(the "latest stable" release 21.4.13 has that problem and,
unfortunately, many others).  But, I haven't seen this problem with
21.4.12 so upgrading is in order.  Here's what xemacs says about that
variable:
`comint-process-echoes' is a variable declared in Lisp.
  -- loaded from "comint"

Value: nil

Documentation:
*If non-nil, assume that the subprocess echoes any input.
If so, delete one copy of the input so that only one copy eventually
appears in the buffer.

This variable is buffer-local.
