xemacs uses a different convention for the initialization file.
They use ~/.xemacs/init.el
I will change our documentation to reflect that.
Assuming you don't have this subdirectory or file yet, here is how to create it.
>From within xemacs,
C-x d ~ <RET>
+.xemacs <RET>
C-x C-f init.el <RET>
Now enter the relevant lines into the buffer and save it.

for completeness, for GNU emacs the file is ~/.emacs
C-x C-f ~/.emacs <RET>
