Problem with ESS 21, S-Plus 6 on Windows 2000

I just installed ess 5.1.21. S-Plus6 runs fine when using Sqpe+6.
But it does not do graphics under sqpe.

When I try to use S+6-existing,  it gives me an error message.

Symbol definition void: w32-short-file-name

This command is not defined under my xemacs installation.  Any idea what 
package I need to get to make this command "w32-short-file-name"
work?
