ESS Can not Invoke SAS on NT

I am using XEmacs 21.4.3, ESS 2.1.19, SAS 8.2 on Windows NT.

When I try to start a SAS inferior process, it gives me the following error 
message.

Search for program:  No such file or directory, /bin/sh

I suppose it can not find the dos shell and is looking for bourne shell
instead.

How can I tell it to use DOS shell?  Also,  the SAS command seems to be case 
sensitive.  M-X sas invokes a bunch of ESS editing command instead of 
launching SAS.
