R command name completion on Xemacs for Win2000

I just attempted the same completion on R1.4.1 on W2000 with ESS 5.1.20.
I am using NTemacs 21.2.  Command completion works correctly.

This suggests that either your site-start.el or .emacs (or the equivalent
in Xemacs) has a conflicting setting.  Try running Xemacs without your
own settings.  On Ntemacs that would be
  emacs -q --no-site-file
I don't know the equivalent for Xemacs.
Then load ESS and start R and see it works.
