For XEmacs 21.4.0 and above, %HOME%\.emacs is actually %HOME%\.xemacs\init.el
If HOME is not an environment variable, then the default is C:\  Also, you might 
have problems with anti-virus software during *shell* interaction.  If so, 
disabling the anti-virus software is the only known solution.  Currently, XEmacs 
for Windows is not officially supported for ESS.  But, it probably works fine if 
you have 21.4.3
