there is a bit nomenclature-confusion. you can invoke "r-mode" to every buffer
(like, say *scratch*) by M-x r-mode. If you want to start a R subprocess every time
you open an ".r" file you have to write an extended function.
But: Do you really want 10 r-session when you open 10 ".r" files?

There is no r menu. The "s" menu is also the r menu. As you wrote.
