problem with ess and spss10

platform: Windows NT SP.6
software: emacs-20.7, ess-5.1.19, spss10 (run from network)

under start>settings>control panel>system>environment>path variable i have
c:\emacs\emacs-20.7\lisp\ess-5.1.9;c:\emacs\emacs-20.7\lisp\ess-5.1.9\lisp;\
\unit1\spss\spss10

in ess-site.el i have
(setq load-path (cons "c:\emacs\emacs-20.7\lisp\ess-5.1.19\lisp"

in default.el i have
(load "c:/emacs/emacs-20.7/lisp/ess-5.1.9/lisp/"

and i have a copy of default.el in  c:\emacs-20.7\bin and in
c:\emacs\emacs-20.7\lisp\ess-5.1.9\lisp

Problem: when i try to run an spss job from within emacs using M-x spss i
get this message
[No Match]
