ESS 5.1.19 & Emacs 21.1

I believe that the changes in emacs 21 between 21.0.105 and the release
21.1 are responsible for everything that doesn't work.  I think we have to
do a patch to ESS that conditions on the version of 21.  ESS works very well
in 21.0.105 as is.  but 106 and the release 21.1 introduced these significant
changes.  Sadly we have to adapt to them.
