autoexec.bat file. I'll give it a try.

Or you specify your exec-path in your .emacs:
(custom-set-variables
'(exec-path (quote ("D:/R/RW1022/BIN" "c:/other/paths"
))))
essentially this is the output if you customize the "exec-path" variable:
C-h v exec-path ...
