ESS in windows

I am trying to set up Emacs and ESS in Win98SE using the instructions 
posted in the R mailing list by Emmanuel Paradis.

I think I have followed them to the letter, but when I try to start R 
in Emacs I get an initial message that says

ESS [S(R):Rterm] starting data directory? e:/Stats/emacs-20.4/bin/


I change this directory to f:\Rdata

Emacs then does a search and I get the message:

Searching for program, no such file or directory, Rterm

As far as I can make out the line in _emacs is correct

(load-file "E:/Stats/emacs-20.4/lisp/ess-5.1.9/lisp/ess-site.el")

and the edited line in ess-site.el is correct:

;;(setq-default inferior-R-program-name 
"E:/Stats/R-Windows/rw1021/bin/Rterm.exe") ; msdos systems

Can anyone suggest what I am doing wrong, or is there some step I have 
missed out.
