infinite loop in xemacs (20.0) w/ ESS for SAS (5.1.18)

if make-regexp is missing, then it should be easy to fix.  Pick up a copy
of make-regexp.el from Gnu emacs and use it.  We could include it in ESS
for conditional execution if the host system doesn't have it.  I think
ftp.gnu.org has individual files easily accessible.
