This is the 'R Reference Index'.  It's optionally installed under Windows, can be built in the doc/manual directory under Unix, and is on www.r-project.org under 'Manuals'.  

I really don't think you want to print it out -- it's HUGE -- but you might want to browse through the PDF and print out selected bits.

CRAN has similar documents for each package, as well.
