Can I remove old Emacsen support?

hi, 

I helped with adding Customize support to many Emacs 20 packages, so
I'd be happy to help out a bit with adding Customize support to ESS if
you need it.

I came up with a simple fix for those old versions of Emacs
(e.g. Emacs 19.34) that didn't come with the custom package - this has
been implemented for the Octave emacs mode.  It simply uses the `hack'
mentioned at http://www.dina.kvl.dk/~abraham/custom/
