Installation problems

The short answer is:
Don't compile on NT!

just unzip the ESS distribution and start using it.  The only
thing you need to do is add the single line

(load-library "c:/emacs/ess-5.1.15/lisp/site-lisp.el") ;; path for your machine

to 
c:/emacs//emacs-20.7/site-lisp/site-start.el
if you are the administrator
or to
or ~/_emacs
if you are an ordinary user.

The rest of that installation stuff applies only to unix.

that is ~/.emacs or ~/_emacs for ordinary users.  If the file doesn't
exist, then create it.
