[R] building packages on Windows

Hi again.

I'm sure that this is really simple.

I'm trying to build a package on a Windows Vista machine.  I use
Rcmd build --binary test

but I get the "Please set TMPDIR to a valid temporary directory"

I tried TMPDIR=c:\temp
but to no avail.

Please help.
