[Rd] DESCRIPTION.in file causes R CMD check to fail?

I don't understand why configure needs access to DESCRIPTION.in. What is
it reading there?
The XML package has both DESCRIPTION and DESCRIPTION.in; it might be
helpful for you to see what it does.
