[ESS] accent marks on windows

emacs also freezes when other unicode characters, such as ± (plus or
minus) are entered in the *R* buffer.
this is definitely an ess-specific issue, because there is no freeze
when a special character is entered in the *scratch* buffer.
it is also an inferior R issue, because entering special characters in
file.R buffers works fine, until an inferior R process is started, and
then emacs will freeze.
any ideas?
