[ESS] makeinfo error in MacOS

When I try to build ESS on MacOS (mojave, 10.14.1) (and other systems as I’ve seen this for a while now), I see the following error:

I’m sure I could have some wonky makeinfo installed by homebrew but I figured I’d ask here to see if anyone has seen this.
