USER VISIBLE CHANGES

o As per an AUCTeX maintainer's recommendation, packages
  initialisation has been moved back from default.el to site-start.el.
  Please report if this causes any problem.

  Config file default.el now only contains invocations for this
  distribution's custom packages 'version-modified.el' and
  'import-env-from-shell.el' [the latter on OS X only]
