After some more testing, I think I do see an issue.
It has to do with the way indent-line-function is
initialized.  With our change of the default of
ess-sas-edit-keys-toggle to t, indent-line-function
gets set arbitrarily.  So, I think we should return
the default of ess-sas-edit-keys-toggle to nil for
the 13.09-1 release.
