[ESS] Open help in new buffer, but not in a new frame

I don't understand, what you really want. Help is never displayed in the
same buffer. Same window, same frame maybe. Can you please explain step
by step what you are doing and what you want? And what is the value of
`ess-help-own-frame'?

There have been no recent changes in pop-up help which would affect help
pupping up in a new frame.
