[ESS] ess locate-file error when installing them to home directory

:) if it's 24 it should be something wrong with the installation of
emacs. Do C-h v features RET and see if you have "files" in there;
locate-file is part of that library. On all my emacses it's loaded by
default.
Otherwise do (require 'files) before ess loads.
