[ESS] Finding Rterm in R 2.12.0 on Windows

This is exactly the problem that I described.  The only issue was
with my ascribing it to 32-bit vs. 64-bit application installers.  As it
turns out, it is something even more sinister.  Does this "feature"
have a name?
