I'm no expert, but...

You can name the file anything, I think it has to end in .el. It is
part of a growing trend for config files to design programs so that
they will scan a directory for configs.  This makes package management
simpler, because one need not change a "master config" file, one only
has to drop a file into a directory.

You can put those same commands into your personal emacs configuration
as well, but I do it for all users on all systems.

When Emacs starts, it looks at that directory and executes things in
the "ordinary" order in which the system finds files.

In Ubuntu, the site-star.d files have numbers at the beginning so they
are entered in a particular order. Example list;

$ ls /etc/emacs/site-start.d/
00debian-vars.el          50gri-html-doc.el
50asymptote.el            50latex-cjk-common.el
50autoconf.el             50noweb.el
50cedet-common.el         50pspp.el
50cmake-data.el           50psvn.el
50cmake.el                51ede.el
50dictionaries-common.el  51speedbar.el
50eieio.el                52semantic.el
50emacs-ess-ku.el         53cedet-contrib.el
50emacs-goodies-el.el     53cogre.el
50ess.el                  55ecb.el
50git-core.el

On Fedora, I don't recall that they are numbered, I think they are hit
alphabetically.
