Dear Georgi,
it would be better if you sent such e-mails to ess-help at ..... which
is read by many
who could help. Also as that list is archived publicly others will
profit from the answers you receive..

Yes, indeed. Again you are right.
As I don't use Windows typically I don't know what the official remedy
is (if there's one).
We (ESS core), Rich Heiberger specifically, have started efforts to
solve the issue for the next release of ESS. .. AFAICS, we haven't
finished them yet though...
As currently there's holiday season (at least here ....) and winter
problems in quite a few places where ESS core members live, we may be
a bit slower than usually in responding
