Is the HOME environment variable defined?

When I started using Emacs on Windows I noticed Emacs would freeze  
after switching windows if the HOME env. variable is not defined. Not  
that I looked at lot, but I never saw this mentioned anywhere.

If you use my Emacs distribution, the variable is defined.
