[ESS] Updated instructions/init file for XEmacs and Windows

I had some time on my hands this morning and made a self installer for
ESS. The details are at http://brewiki.org/XEmacsESS and go to the "I'm
feeling lucky" section, read the warnings, download the setup-ess.exe
and give it a try.
The install script builder I created using inno setup which is a
brilliant open source installer builder for windows. The script source
is on the wiki too.
If this is seen as some benefit to the ESS community then some
consideration should be given to moving it to a more sensible place.
