toolbars are not available on the release NTemacs 21.3

They are available on prerelease versions and presumably on
the next release whenever that will be.

I have used a late summer 2004 version of the prerelease 21.3.50.1 with
only medium enjoyment.  A newer 21.3.50.1
GNU Emacs 21.3.50.1 (i386-mingw-nt5.1.2600) of 2004-12-23 on FARIBA
is now available at
http://www.crasseux.com/emacs/
and I haven't used it yet.
