R does not run in ESS

Thanks.  I could not find "init.el" under either lisp of Emacs or ESS 
(5.2.4beta).  But it worked when I put the line into the file 
"ess-inf.el".   Thanks again.  But why?  Shouldn't Emacs honors %PATH%?
