"make install" probably won't work with such an old version.  

Our current version, 5.1.24, has better support for R.  Are you
working on Linux or Windows?  

M-x R   should work if you are loading ess-site.  You do have
something like 
        (load-file "/path/to/ess-site.el") 
in your emacs initialization file, right?  (.emacs, or
.xemacs/init.el).
