draft documentation and configuration for R with ESS + XEmacs under Windows

Dear Rodney,

Yes, I've read this document, and referenced the similar paper by 
A.J.Rossini,M.Mächler,K.Hornik,R.M.Heiberger,and R.Sparapani instead. Do 
you think that I should reference both (for this audience)?
