c-c q for R

this occurs on ntemacs 21.1 and 20.7 with both ESS 5.1.19 and 5.1.20.
It looks like a timing problem with echoing. ESS sends the q() to
R invisibly. R responds with the "Save workspace image? [y/n/c]: "
message. Then the visible echo of the q() appears.

If all that happened next was the nuisance that the user has to remove the
q() and repalce it with a y or n, that would only be a nuisance. But instead,
if the user types enter, then the R program continues and ESS changes the
mode line to say *R*-exited. This combination is not good.

The problem in ESS is determining who is sending echos, R or ESS or the
operating system. My first guess is that this requires another fix
to inferior-R-input-sender along the lines of the fix I installed
for emacs 21.0.106 when gnu emacs changed their handling of echos.
I'm puzzled because the improper behavior is visible in 20.7 from
before that change.

I will look at this in the next few days.
