ESS Can not Invoke SAS on NT

This works for NTemacs 20.x and 21.x.  I have never tested it on Xemacs,
but assume it would work IF Xemacs uses the same variable names.
I sent it out with names appropriate for cygwin.  The earlier release
under the names cygnus (B19 and B20) worked similarly.
