ESS Can not Invoke SAS on NT

SAS on NT is not configured to run inside an emacs buffer.
The way to use SAS is to edit your myfile.sas files in emacs and then
pick up sections of the file, PROC ... RUN; sections are the most useful,
and drop them into the SAS editing window and then RUN from there.
