ESS and PC SAS

Setup:  win2000, ntemacs20.7, ess5.1.19, cygwin2.78.2.3

I am able to set my ess(sas) key bindings using M-x ess-sas-local-pc-keys.
If I uncomment (setq ess-sas-local-pc-keys t) in ess-site.el or add it to my
_emacs file I don't get pc-key settings.  (I have tried other settings of
default key bindings and none of them seem to work).  Not a problem, just an
inconvenience.
